70th AFA Council Meeting

The Vietnam Accounting Association (VAA) hosted the 70th AFA Council Meeting, held on 8 January 2001 at Ho Chi Minh City, Vietnam. Attended by representatives from Singapore, Brunei, Indonesia, Malaysia, Myanmar, Philippines, Thailand, Vietnam, Lao P D R, Australia and the United Kingdom, the meeting called for more help in accountancy training.

As professional standards and circumstances vary widely among member nations, there is a problem in the liberalization of the accountancy profession, preventing the cross-flow of professional expertise. More advanced countries like Singapore, Malaysia and Thailand are encouraged to help less developed countries like Myanmar and Vietnam, in accountancy.

Institute from non-ASEAN countries like The Institute of Chartered Accountants in Australia (ICAA) are admitted as associate members based on the criteria that they make a commitment to train the accounting profession in the less developed countries, especially financially.

Singpore and Indonesian representatives told the meeting the AFA should promote cooperation with more developed countries. In particular, they called for more support from Australia and the United Kingdom, to coordinate with the AFA in training accountants and auditors.

The issue of liberalization of services under the ASEAN Framework Agreement was also discussed at the meeting.

                 

        
As we begin the year 2001, I am glad to note that AFA's membership has increased from the initial five at AFA's establishment to the present total membership of thirteen.

At the 69th AFA Council Meeting in October, we have seen the admission of Lao Institute of Certified Public Accountants (LICPA) as a primary
member and Mongolian Institute of Certified Public Accountants (MONICPA) and The Association of Chartered Certified Accountants (ACCA) as associate members. AFA is pleased to welcome these bodies on board. This marks a significant step in the development and enhancement of the countries' accountancy profession in the region. As discussed at the recent 70th AFA Council Meeting at Ho Chi Minh City, Vietnam, member countries especially newcomers such as Myanmar, Vietnam and Laos need more support, better access to training, and assistance from more developed countries to promote accountancy and auditing in their respective countries.

As we are aware, such activities serve as a platform for the discussion of issues affecting ASEAN accountants and exchange of ideas and information, and are thus important in facilitating the development and enhancement of the accountancy profession. I would like to thank all the member bodies for their support for AFA's initiatives, activities and programs in the past year.

I look forward to your continued support in this new year as we plan for the 12th AFA Conference, which will be hosted by the Institute of Certified Public Accountants of Singapore.

In conclusion, I would also like to encourage all the correspondents of The AFA Connection to continue to keep us up-to-date on developments in their accountancy organizations during the year.
